Ealing’s new Community-led Regeneration Charter

Between August 2025 and January of this year, the council has been co-creating the borough’s first Community-led Regeneration Charter. The main purpose of the Charter is to better enable and empower residents and communities to guide and inform regeneration and growth projects that are being introduced into their local neighbourhoods, so all projects are genuinely community-led. To achieve this, the charter sets out 15 priorities that are most important to residents, ranging from putting sustainability at the forefront, protecting established community connections during estate regeneration projects, respecting local identity, heritage, history and place, and ensuring long-term stewardship of place.   

 

The Charter has been endorsed by a range of developers and investors who already work within the borough, and provides clear expectations for those who wish to invest in the borough, and in particular how they work with residents and communities from the very outset. The Charter will also be a key consideration as part of the council’s formal pre-planning and planning application process.

Councillor Shital Manro is the council’s cabinet member for good growth and new homes. He said: “Local people know their neighbourhoods best, and this work shows what’s possible when communities lead the way. By putting residents at the heart of decisions, we’re not just improving places – we’re also strengthening the pride, connection, and shared purpose that make our towns thrive.  

“This is about regenerating with our communities, not for them, ensuring every voice helps shape a fairer, more vibrant borough.” 

Over the next few months, the council will be working closely with a steering group made up of residents, community organisations, and others affiliated with the borough to co-create an engagement toolkit which will be appended to the Community-led Regeneration Charter.

 

The toolkit will set out how the priorities within the Charter will be practically achieved and implemented during regeneration and growth projects.

Town Regeneration Frameworks set out the vision, objectives and infrastructure priorities to better serve local people, enable job creation, and support healthier lifestyles.
